I think we did this during WWII to trick the Germans and it worked.
Frankly, I do not believe the thermal signatures would trick anyone on overhead missions. That's why I'm questioning how smart a move this is.

It works, and works well if done correctly. While most parked equipment does not give off a thermal engine signature, there is some residual solar energy signature. This can be replicated through small solar reflective devices (read: mirrors or solar panels). Larger heat plumes are replicated through small generators that replicate the heat. As long as you have the ability to defeat the EO/Radar collection, then the IF deception worked great for overhead.
The US Army used to have these sort of devices located at the Division level in the old Battlefield Deception Detachment, or Bat-D. The Bat-Ds had all sorts of cool devices to replicate equipment and comms. This capability was out of the Army by the mid-90s.
